No it will not happen when the A/C is off (but see comment below) - it is an A/C thing. Warm air can hold more moisture than cold air so the moisture in the warm air condenses out as water when it is cooled by the A/C - the water pools at the bottom of the A/C housing then runs out through pipes onto the ground - happens the whole time the A/C is on
but continues to run out for a while when the car is stopped until the water runs out. If the pipes block with dirt the water can flow back into the car causing wet carpets and later rust - pipes are easily cleared from underneath with a blast of compressed air.
You don't have a problem - it is normal.
