Unfortunately this does not sound very good. If you are sure that the audio connections from the CD to the radio did not get disturbed then there might be something wrong with the input electronics inside the radio. Did you clean the radio internals after the flood? If not then chances are that the glycol gunk left on the electronics may have led to failure.

You might try cleaning the inside of the radio and see if that will make it work.
