Could it be the PS pump?
What do you think about the problem being the Power Steering pump?
I would hate to replace the tensioner only to find the same moaning sound. Plus, I think the squeal would have at least changed tone or something when I put on a brand new belt. It is exactly the same, and the new belt obviously was on tighter since it hadn'e stretched out. Anyone have any opinions?
