Rage... I think you should be checking volts not the Ohms. With the ignition ON not started, it should swing from about 0.35 at closed to about 4.9 at full.
The Ohms should be between 4-6k with ignition off.
Check your shop manual in case it is different for your 95. If it has a dead spot it could cause hesitation.
