Pat, to my knowledge using the ohm meter is okay. What you want is a "clean, steady sweep" on the scale. If you getting a bounce on the needle or it fluctuates then yes, your TPS is bad. For example, mine was bad at the wide open throttle position - it was smooth right up until wide open and then it would bounce and drop off, which is exactly what my truck would do at WOT. Replaced it with another and all is good.
