because you have only 1313 and 1314 with no corresponding cylinder number I would suspect that instead of having bad cats you have random misfires the computer doesnt know which side is which.
First and foremost check the fuel pressure with the vehicle off it isnt supposed to drop in theory. on an older car a bit of drop to around 32 isnt bad. but over the course of say thirty minutes it shoudl stabiliae. if not then clamp off both hoses and check for the same leakage. if its not occuring its the pump. if it is then its the injectors or the fuel pressure reglator. if you suspect the fuel pressure regulator use a vacuum pump to see if you get any change.
IF the fuel pressure is good then I would suspect that the issue might be from an air leak in the system. Smoke the upper intake with a smoke mahine to see any leaks. if not leaks then diepending on your vin It might be the fuel tank pressure sensor in the fuel pressure that is bad. The sensor wiring shares a wire with the tb sesnsor. if the connector at the tank sensor gets corrooded it can cause reandom misfires. It can also kill the sensor in the tank. take the tank cover off and inspect the wiring. it it green then clean it up and replace the connector pins. and put some dielectric grease in the connector to get it to work. but even then its not a guarantee.
