Do this test. Turn on your headlights and crank the motor. If the headlights continue to shine brightly, it means that the current from the battery is not reaching the starter. You could have a faulty starter relay or solenoid. If the starter clicks when you turn the ignition key, the starter could be bad. If this is the case, do a voltage check at the solenoid. This will reveal if there is current passing through the ignition switch circuit. It's also possible that the solenoid is stuck due to your cold weather. Try giving the starter motor a few good taps with a hammer or similar implement. It might be all that's needed.
