Default Sluggish at 60kmh

My 2000 Discovery is sluggish at 60kmh (40mph) usually in 4th or O/D when gently accelerating. If I step on it it will kick down into 3rd but it almost feels like it does not want to shift out of 4th / O/D.

Any ideas what might be the problem.
