insert a clear piece of hose in the fuel line if you see bubbles then you have air start in the tank to pump pipe then the pump to filter housing then filter to inj pump,
i once had a similar fault on a 2.25 diesel many years ago I couldnt find the source I removed the engine and replaced it with a petrol lump I replaced all fuel pipes except the one that screws into the fuel pump it was the damn olive on the pipe that wasnt sealing properly I spent hundreds on a fault that in th end would have cost pennies if i had found it sooner
