Default Driver side rear window regulator

My 98 Disco made a pop when I rolled up my window the other day. The motor sounds like it is working fine. The regulator arm is up against the window. They only way for me to keep the window to stay up is to put a piece of rubber between the glass and the top part of the regulator arm. It has ripped up the window tint pretty bad. Questions: 1. should I purchase a new regulator arm or get a used one? 2. How difficult is it to replace one of these and are any special tools required? Thanks.
