Default Cruise Control Help

Let me start by saying that I have viewed several threads about cruise control but still having an issue finding the problem. My cruise did work but then it would rarley work and would than stop in the middle of driving. Now it is a no go. I was under the hood and noticed that one of the hoses from was off of the t-adapter and split. I cut it and placed it back on. All the hoses look good. Still does not work. The cruise control light and button seems fine that is found below the A/C controls on the front panel. The little green light on the dashboard will not light up whewn I try and engage the cruise control. I can hear the set button click when I pull it. When the brake is pressed I can hear a click noise. Also, the fuses are good.

I need to know what additional steps need to be taken. How would I know if the valve or connector to the brake is the issue or if it is the ECU?
