I was thinking I used an angle grinder with a cutoff wheel but that was a rear one and I don't think you can get at the front one that easy.

If you are good with a torch I guess that could work. Just be careful what you melt or set on fire while you are down there.

One of mine was stuck also I was able to get it off by undoing the top of the shock and letting the axle drop as much as possible and then putting big fat vise grips on the lower part of the shock to keep it from turning. Unless you've already stripped the bolt. In which case you could always try and air chisel.
