Default help! motor running on brake line system

I hope someone can help me.
I looked through almost all the threads to see if someone had this happen to them before I posted and nothing.
I have a 95 Disco I, and today when I shut off the landrover I heard a small motor running under the hood so I opened the hood and notice a unit that has lines coming from the brake system. I noticed the motor (2) was the unit running. ok now this is with the key out of the Landrover. So I unplugged (1) and the motor stopped. jumped in and drove it around the block with no effects to the brake system.
What gives? why is this motor running now all the time. I am sure if I leave it plugged in it will run the battery down
Any info will help
