That electric motor powers your ABS (Antilock brake system). Your brakes should work properly with the motor 'unplugged' but the anti lock function is lost. In other words you are back to the older brakes us old guys know. It may be that your ignition switch is sending power to many systems even in the OFF position or it could be some other power supply problem.
Try wiggling the key a bit in the OFF position before you remove it....It's difficult to understand how it could be a sensor problem causing the problem with the ignition off. IMO, if it's not the ignition switch, you should go to a good brake shop and ask for a free diagnosis. Some shops will do this service for free, others won't. You might end up at an electrical shop or at the dreaded dealer. A new ABS pump is expensive. Best of luck.
