The noise can only be heard inside the truck not even faintly from the outside and seems to be electronically produced as in some kind of warning but there are no messages associated with it. Perhaps squeal was a bad description, more of a high pitched tone.

Yup, that sounds like the same noise. There will be no warning messages. That fan is designed to ventilate the e-box with some fresh air from the inside of the cab. Yes, it will work when the truck is not running.
