actually on an 03 range rover it sounds like the hvac fan. there is a little fan inside the hvac module. see the little screen on it, blow out the screw with air. I use shop air but a air canister used to clean electronics should do the trick.
that should take care of your noise. its the inlet to the ambient air temperature sensor that allows the vehicle to know the internal cabin temperature.
their is no ebox fan on an 03 range rover.
