In my experience, the biggest carbon build-up problem is on the exhaust valve stems. Most 'combustion chamber cleaners' work on the piston tops, intake valve stems and heads of the valves with the exhaust valve stems not cleaning up much. I doubt that water injection would make much difference.
If your head gasket leaks coolant into the cylinders on the other hand, it might clean everything up but I have never checked for that effect. Has anyone ever noticed a cleaning affect on exhaust valve stems by a leak?
I suppose a direct way to clean exhaust valve stems might be to remove the exhaust manifolds and get in that way but it would be a hell of alot of work...
