If you are doing this work yourself and you have a machine shop in mind already to do any machine work I would probably have the head and valves done. You have the engine apart...This is the time to take any variables out of the equation! Have the machinist check the heads and at least re-surface the heads. You will end up with a perfect surface to start with (for the head gasket and the manifold gasket). They will also clean the entire head inside and out so you will have no sludge, carbon, etc anywhere. They can lap the valves and have them seating perfectly. ask if they will check the exhast manifolds as well. You will already have them apart, so all you will need to do is unbolt three more bolts on each side ( i am pretty sure you can pull them right out without much trouble, just remember to get new deformed exhaust nuts and clean up the threads on the studs before you re-assemble)

As you can see, I am a proponent of doing more work while you are in there already. Good luck!
