It does sound like a split in a hose or something similiar. I also had this problem when I hadn't tightened the downpipe bolts to the turbo correctly (easy fix!). Have you lost any power etc? Check all the connections are tight and inspect for holes/splits (Usually tiny, hence the whistle) Does anything rub on any of the pipes?
