check the seals on the turbo down pipe and intake. I dont drive a TDI, nor have i had a turbo but I have had a lot of experience with boosted applications (i.e. I street raced a v6 centrifugal supercharged mustangs for 2 years). Make sure all the pipes are properly fitted and not cracked, any air or exhaust leak can cause a whistle. I blew my s/c once, trust me, you know when that thing goes, your turbo should be fine.
