Default Brakes iced up?

I have a '93 Range Rover lwb and I was running down the highway last night and accidentally ran through a rather large and deep puddle. We have had some flooding due to heavy rains and frozen ground. Well, I was home in about 1 minute and parked. The temps dropped below 0 and stayed in the single digits all day today. When I got in the truck tonight it won't move either forward or reverse. It feels like the brakes are locked up. You can feel it pull when in gear but won't budge. Any thoughts? Thanks!
