From what you described I would have bet it was a problem with the ignition module. Are you certain that the one you used to replace the original was a good working unit? Do you have another or can you test the module on a different Rover?
As far as the Code 48, that's the stepper motor. Is everything ok with it after removing it and cleaning it? Is the wiring harness ok for the stepper motor?
