Default what kind of steel are the exhaust bolts made from???

bought a complete cat back exhaust system for my 95 classic, and had to cut the bolts for the flange that connects the muffler pipe to the "Y" pipe.

on the "Y" pipe flange are the ends of the bolts, which look like they were pressed in, as they have a mushroom head.

i have tried drilling them out with cobalt and carbide bits, and all it does is dull the the bits.

i guess my next step is to get a torch and burn them out, unless someone here has a better idea.

carbide bits are supose to make dust out of grade 8 bolts, but these bolts are eating the bits.
