Default exhaust manifold loose

I am looking for some advice on how to solve a recurring problem...

The three nuts which fasten the front exhaust pipe to the lower flange of the exhaust manifold get loose. I have re-tightened them over and over again and the leak stops only for a short time (maybe a couple weeks or so).

These are the remedies I have tried...
retighten all three while the engine is hot
retighten all three while the engine is cold
purchased new (deformed) exhaust nuts and re-set the studs
tried using thread locker (blue)
nothing seems to work.

Should I be looking towards other problems, like motor mounts or something which could be causing abnormal amounts of engine movement?
