I don't know the regulations in Australia, and don't really need to since I don't live there and, unfortunately, don't know if I'll ever even get to visit, but...
In the US, bumpers, according to the NHTSA which oversees such things, are not considered safety equipment except in so far as they protect the lights, radiator and other front end parts (the frame isn't one of the parts) of the a vehicle. The "energy absorbing" features of modern bumpers are only requirements because automobiles were sustaining too much (read, many $$$) damage in low impact collisions. Also, they are not required to be part of the SRS system.
Obviously other countries have different regulations, but the OP is in Florida, so really only US laws are the ones to worry about.
If you're in the US, buy the bumper you think best meets your needs and don't let people BS you with comments about nonexistent laws/regulations, or those from other countries.
