I nailed a pothole in Buffalo once, grenaded a $400 BBS wheel on my Audi. Called the city's legal department. "Yes, we're liable for that. Yes, you can file a claim. We have no money in that fund, it'll never get paid." On a good note, they did fill the pothole the following day...
