There's not much to do to make them "safe" belts would just be to keep people from flying out on bounces.
To secure them better, I would grab a piece of flat stock and bolt through the body to the flat stock underneath the body.
FOr a roll cage to lessen the chances of being crushed and attach a front shoulder belt to; There are body mounted and frame mounted. Body mounted don't do a whole lot. Frame mounted are much more invasive, expensive and hard to do.
If you're not doing the work yourself, a good 4x4 fab shop (not one of the bolt on places) can give you anything you want. There are no after-market series roll cages available to my knowledge. I found that there used to be one offered. But custom is the way to go now.
Room is so scant in the front of an 88 I would suggest going around the front windshield rather than a roll cage anchored at the door opening.
