timing is off or their is bad intake leak or the maf sensor.
take off the cover and check for anything pcv breather hoses broken. if nothing is take a can of carb clean and spray it at around the intake. if the idle improves then the area that you sprayed is the problem.
I bet when they took off the upper intake to replace the belts they cracked the intake by tightening the bolts incorrectly.
