Yes, outboard, as in towards the outside. Sorry, I'm a boat guy. Directly in front of the front tire, slightly above, and forward, of where the shackle attachment point is. About 1/4 inch tall numbers and letters, put in with a punch set. Scraping to reveal it could damage. Be better to get some industrial paint remover, then clean off residual with something like acetone. Once numbers are verified, re-applicate waxoyl or por-15.
