Question Brake pads

I think I am in need of new brake pads. They are making alot of dust and making a slight squeal. I had the Disco checked out buy a local mechanic who is a friend of mine. He said the brake pads look new on it. They are really thick. However, the three amigos have been coming on. If I turn the truck off and restart it, the lights go off. I have been trying to keep the brakes sprayed out. This seems to help until the dust has time to build up again. It seems the previous owner has put cheap pads on it. Will replacing the pads with quality pads prevent the lights from returning? Thought they would stay on if it was something that a dealer would have to reset. The lights are off now (don't know how long this will last). Also, is it a good idea to have the rotors turned while doing this? Thanks for any help.
