I have done the conversion on standard halogen units with no ill effects with blinding everyone. It's called take the time to aim the lights lol. oh and I went with the 6k on the bike and wifes car, very little blue in the light but worlds better for night driving. Oh and honestly if the bike lights piss someone off good at least they see me

As for the fog lights the only time I fire those up on the road is usually right after some asshat nearly hits the Rover and then is nice enough to pull into the lane I'm in directly in front of the rover. Then I fire up all the lights and see if I can wash the color out of their paint job. I don't honk I don't cuss I don't flip them off, I annoy the hell out of them with bright light.
