First of all, I corrected the spelling for you, they're Range Rovers, not Lange Rovers. LMAO! And they're all made by Land Rover. Now that that's straight, some answers to your questions;
The Range Rover body style of 99', was known as the P38A. It was made from 95 1/2, through 2002. The added electronics, and air suspensions have given a lot of owners fits, if they were not METICULOUSLY taken care of by previous owners. The 4.6 engine and HSE trim is liked by most over the 4.0 engine, and the SE trim package. Special editions existed like the Westminster, the Vitesse, the Borrego, the Rhino, etc...
The first generation Disco's were brought over in 94 thru 99. The Second (or DII) was 99 1/2 thru 04'. Most people choose to go for an 03-04 for the 4.6 engine. And the general rule of thumb is to buy the newest, with the lowest mileage that you can afford. But if you are going to do off-roading primarily, the general consensus is to look for a 99' DI.
In the 99-02 range, a P38 can be as low as 12-15k, with pristine trucks breaking the 20k mark. DII's can be had for a slow as 9-10k, with mint 04's still coming in at 18-20k. DI's from 98-99 can be gotten for as low as 5k, with a perfect, low mileage, low # of owners car going for 10k.
