I had an 03 SE3 which routinely did 19-20 around town and 23-24 MPG highway. I've never seen a 7 seat accessory in the US or GB and don't think it exists. The cargo area is a little shallow yet tall.
The 02's seemed to be most problematic, and as is typical for Land Rovers, the later models are usually the best bet. That being said though, prior maintenance is the key to a smart used purchase. Buy the one that has a FULL service history.
