I'm reading that you want to tow the Defender BEHIND the steam engine. If your engine is like mine (1909 Peerless Model U), it isn't breaking any speed limits. Defenders can be flat towed for moderate distances, at moderate speeds, provided you put the transfer box in neutral. I would suspect you could tow it forever at Tranction engine speeds.
We also have trailer brake requirements in this state, but I do not believe vehicles being flat towed, as in the case behind motorhomes, need a breaking system activated by the tow vehicle.
