I voted no mostly because it creates a bureaucracy at the state level.
Here in Oklahoma we used to have vehicle inspections. They cost 5$ and you had to have one every year.
Everyone knew the places that just pencil whipped the inspection. First a garage that does them only got 4$ for the inspection that if done according to the statute would take easily 40 minutes if nothing was wrong.
Secondly, if you made them more expensive it was an additional tax on an already highly taxed vehicle. So we did away with them. On my morning drive I see on average 3 cars in a 35 minute commute that have no brake lights what so ever. Now if the cops want to inspect a vehicle they can impound it if it fails but they have too much to do to inspect vehicles.
As far as smog goes. We didn't require that on the inspection. So if we now started there would be an additional tax on the cars. And keeping a car compliant would be expensive. That is where the Democrats in our legislature said it would be an unfair burden on the poor people.
