A couple answers.
1. Mileage - Anywhere from 10-20mpg .. if you lift it/bigger tires.. you'll get less.. out of a stock, well maintained disco, driven lightly [no flooring it!] you can expect around 17 or so on the highway... its very variable, and changes between discos.
2. Owners manual, your best bet is to try Ebay.. but you can also find a CD called the RAVE CD.. which is what technicians use to work on the trucks.. This was never released to the public, so you have to find a bootleg copy..

3. I think the only way about this is to buy a blank controller off of EBay, and have the dealership program it, usually costs about $100 to get it programmed. If you click up top of here on "product reviews", I remember that Serg did a review on a third-party.. no clue about that tho.
