I would check the fuses first. They could be driving lights as opposed to fogs which is probably why they're mounted almost if not the same level as your head lamps. So yeah, turn on your high beams and depress the switch. Since you have factory fogs on your valance, I'm guessing it could be the switch with the same symbol but with the #2. Good luck.
