Chances are that if water/humidity got into these, or if these haven't been used in a while, the h-1 bulbs may have burned out too.Try ruling out the connections first, if still nothing, you can interchange one of the bulbs from the bumper valance fogs(they are the same type of bulb).Just my 2 cents.
