Your buddy needs to contact the management of the apartment building that accepted his mother's check. He should camp out on their doorstep if he has to. He then needs to get an explanation why they took his money but didn't give him a chance to sign a lease. You don't say if he took it by in person or mailed it in, but if the apartment manager took a $100 check through the mail and didn't provide your friend with the chance to sign a lease as per a verbal agreement, that would be borderline mail fraud.
If the apartment people took the check in person, I would ask for an explanation as to why they thought your friend was giving them $100 if he wasn't moving in. If they couldn't come up with one, I'd demand the money back and take them to a magistrate court if necessary.
If the other two "friends" just completely screwed him over and used his $100 to cover the security deposit but never had any intention of letting him move in, he should throw bricks through their windshields and slit all of their tires. He should also spread vile, horrid rumors about STDs, rectal bleeding and body lice.
