Default HELP... '94 LWB floods on warm startup

My '94 Range Rover LWB has developed a habit of stalling and flooding after a warm restart. It starts and runs fine when the engine is cold, but any time after reaching operating temp and being shut down, the following restart (within 20 or so minutes) is met with an instant stall out. Wait 20 minutes and everything is back to normal. I don't think that the pump is failing, I can smell fuel when cranking the engine and trying to restart. I've cleaned the throttle body and stepper motor. I even replaced the stepper and the problem disappeared for 8 days but now is back. Any help is greatly appreciated.
