Mike is right about the code scanner, if you purchased your LR from a LR dealer, they should do it for free. On my last Range (2000) the trailer light came on due to a short in my boat trailer, the dealer said it was due to faulty wiring and the same would happen if it came on without the trailer, like a ground wire (Like Mike said) or a cut/stripped wire under the bumper. As for the extra wiring behind the air bag, Land Rovers are built standard issue to cover every country's requirement for anything, so your guess is as good as mine. I would say it is cruise control but you already got that, so who knows,,,only a service manuel from a dealership would be able to shed some light. And that won't be some "light" reading.
