Yes your window regulator is about to let you down. I bet the plastic roller has a crack or has separated from the mount, one of the scissor arms is probably slightly bent not giving you full extention, so the motor runs on. As for the seat you probably need to clean the contacts of the switches that are just behind the panel that is the seat buttons. Use a good fine wire brush to clean and grease the clean contacts with silicon to prvent oxidation. If that doesn't work you are goiing to have to track down the wires from the switch to the motor. I have had both these problems and they were fixed with the above applications.
One note, I drive pretty fast in the desert sometimes in Mexico and Anza and if you leave your windows down while driving washboard surfaces, you might as well order new windo regulators before you go, because it will eat them for sure.
