Default Fuel Pressure Regulator bad?

In trying to track down a problem, I've tested my fuel pressure regulator. With just the ignition on (without the vehicle started), my fuel pressure at the rail is 38 psi. I let it sit for five minutes and it didn't fall. After starting the engine, the fuel pressure rises to 48 psi and stays there at normal idle. If I rev the engine, it stays at 48 psi. If I pull the vacuum hose off of the fuel pressure regulator, no change...48 psi. Is my regulator bad? Thanks for any replies.
