I, too, have seen some, where the fluid doesn't get by the check valve on the end of the piston. The vacuum pump occassionally works, but, especially on a newly rebuilt MC, You may have to rig up a cap with an air connection and slowly build up the pressure to force the fluid into the lines. Crack one of the wheel cylinders first. Once you get fluid past the check, you'll be good to go.
