Default Fuel Economy

I recently changed my spark plugs on my 95 County Classic and noticed a little more carbon/burnt fuel? on some of the plugs. I am trying to track my fuel economy to see if it's a more significant issue.

Does anyone know the fuel capacity of the fuel tank? I got a new tank installed due to the recall, which I don't think makes a difference?

I was also wondering if anyone knew how much gas is remaining in the tank once the fuel light turns on?

I am averaging about 10 miles per gallon which seems pretty low. I am known to drive a little fast, and those san francisco hills probably play a part, but was wondering if other people are averaging much higher numbers? Thanks
