When the O2 sensors are getting older they cause a decrease in fuel mileage. Everytime I've replaced mine my mileage gets better. I replace them every 3 years or so. My mileage has dropped to 11-12 from 15 as well. So I'm replacing the sensors.
Best I ever got was 19mpg. Alone, some gear, air temp was 70F going 75-80mph on the freeway. Best since that was 16.5 mpg.
