I doubt you'll find a D90 being sold 'cheaply' for a blown engine. You can, however, find plenty of crashed ones to rebuild. They are very simple to rebuild, there isn't a part you can't get. Wayne Gayre (sp?) down in Atlanta always has a few on his website. Buyere beware doing business with him though.

D90- AA yellow with engine fire around $8500
D90 - POE running, needs TLC $13,500 I'd say around 10k for a D90 with a blown engine, at least that's what I would pay.

I got my 90 for £1100 with an engine that is great (underpowered but solid).
How much would it cost to modify a british 90 so it meets US spec? If you pick up one like mine with an engine no one wants (2.5 petrol) then ship it over to the US, stick one of your own engines in and stick it on the road? I reckon you will still be under budget judging by your prices over there.
