Has anyone ever replaced there diff housing covers? Mine is severly damaged and has had a hole blown through the metal. I was wondering how difficult it was to cut off the old, and weld on a new one. What is the axel made of steel, or iron? Any help would be good.

Any welding place can patch it for you. Replacement Pans are also available or you could sewer cap it.

I've welded them, but it's really thin metal and takes some bit of skill.
For a stock rover diff you can replace it with an 8" schedule 10 (or schedule 40) steel weld on pipe cap. You'll have to drill and tap it for a filler plug, and grind out a bit on the inside for the ring gear. But you won't need a diff cover anymore. If it's the front you'll need to get a different panard rod, one that goes up and across above the diff.
