Default Help!!! Brake locks up

I have a '98 Freelander, just had the front discs and pads replaced, and now the right front brakes have locked on!!!
I have replaced the caliper thinking the piston was jammed, have replaced the flexible hose, and replaced the brake line from ABS unit to the brake caliper.
The wheel spins freely until I start up the engineand apply pressure to the brake pedal, and then the wheel locks solid.
Undoing the brake pipe to the ABS releases the pressure in the brake line and the wheel spins fine, but as soon as I tighten it up and apply the brake pedal, the wheel locks up solid and wont release when I take pressure off the brake pedal.
The ABS light seems to work correctly in that it comes on with the ignition but goes out after speed reaches about 3 mph.
