I voted no mostly because it creates a bureaucracy at the state level.
Here in Oklahoma we used to have vehicle inspections. They cost 5$ and you had to have one every year. Everyone knew the places that just pencil whipped the inspection. First a garage that does them only got 4$ for the inspection that if done according to the statute would take easily 40 minutes if nothing was wrong. Secondly, if you made them more expensive it was an additional tax on an already highly taxed vehicle. So we did away with them. On my morning drive I see on average 3 cars in a 35 minute commute that have no brake lights what so ever. Now if the cops want to inspect a vehicle they can impound it if it fails but they have too much to do to inspect vehicles. As far as smog goes. We didn't require that on the inspection. So if we now started there would be an additional tax on the cars. And keeping a car compliant would be expensive. That is where the Democrats in our legislature said it would be an unfair burden on the poor people. So.... |

I run my defender at 10 degrees BTDC, and forgot when I went for my bi-annual and it failed, came in at 320ppm HC, went home, reset the timing to 8 degrees BTDC, went back and retested (1st retest is free) and it passed with HC at 68ppm. I feel like most everyone that the isnspection is a PITA, but I also know since it was implemented in CT, our air is most deffinately improved, and frankly, I enjoy living more than fighting the beaurocrats. |

Hey Terry,
I have to go back for a retest. I put the cats on the truck and drove to the local Getty for the test thinking I had it in the bag. I never bothered to touch the timing. That was a mistake. I run the 4.0L at 12 degrees and had the carb really dialed in. Anyway, she passed in cruise with absolutely zero CO emissions and only 68ppm of HC but failed on idle with twice as much HC and CO as permitted. I'm going to retard the timing to 8 degrees, take it to my friend's Ferrari shop where he has a sniffer and see what the numbers look like later this week. Emissions, a necessary evil! Only four more years til she's exempt! |

I voted yes. It seems only reasonable that we do our best to not pollute the air any more than absolutely necessary as we all breathe the stuff (for free?). To me the problem is not whether or not we should have tough emissions standards (I don't think the standards in Canada at least are that tough) but rather how much unnecessary driving many people do. Our 96 Disco has pretty low emissions for a relatively heavy utility vehicle - here are the numbers at the last test in late 2004:
Max allowable • Vehicle reading • Average passing reading Hydrocarbons(g/km) 0.5000 • 0.1144 • 0.0940 CO(g/km) 8.0800 • 0.7917 • 2.6384 NOx(g/km) 1.1200 • 0.7799 • 0.5523 The numbers are not bad for a V8 pushing 4400 lbs. Note that the unburnt hydrocarbons and the oxides of nitrogen are a little higher (20-30%) than the average (smaller) city car but the Carbon monoxide is way lower than the average car - this tells me that the ECU and the various sensors are doing their job well. Cost to me, every 2 years, $42 - very reasonable and cheaper than having an emissions test at the dealer. Of course, the amount of CO2 is not measured as it is the unavoidable byproduct (along with water) of combustion. So I support emissions testing as a direct indication of how efficiently an engine is running - this will save me fuel money. The much bigger issue is the amount of driving we all do. Being city slickers we were able to successfully take up the "1 ton challenge" by deliberately using the Disco more and more for pleasure only. We use public transport/car pooling/bicycles/our feet for routine commuting as much as possible - hell my two city kids, both in their early twenties, don't even own cars! |

Ok, but any dude could tell that there's a V8 from the sound, right? I'm kinda shootin' for that type of sound with any type of exhaust. Plus what is your motor size? Is it pushrod? I know this a lot to figure out.

Yup, starting in 96 they used 4.0's. Pre-96 were 3.9's like the rangies.

Now, don't take my word that it will pass smog/emissions/inspection in your area. That is entirely on you. This is just my opinion. I am sure others may feel differently b/c they probably know more than I do about rover engines. One thing I do know is that they need a certain amount of back pressure to function properly. So don't go throwing in headers and running straight pipe just for sound. There is a lot to consider. Yes, they can tell it's a V8. You can get certain borla (and other brands) that will give you certain sounds. Your best bet is to go to www.completeexhaust.com and post on John's forum about which muffler will be best for your needs. He may take a few days to respond but he is pretty good.
